US Immigration from Ghana

I will like to know if anyone can help with interview for a USC stepchildren aged 8yrs already present in the us. What I need to prepare for and neccessary document.. Also the step child biological mother is present in the state.

Can I apply for a tourist visa for with a pending immigration petition(I-130)?

Do you have to pay $50 per certified tax transcript or can you submit the free tax transcripts available on the IRS website for the N400 interview?

I am working on filing out the I-129 F. My concern is regarding filling out the beneficiary's home address. My fiancee lives in Ghana where street addresses/mail doesn't function like it does in the US. I have mailed something to him before via FedEX but I had to put his phone number with his address so they could call him to deliver the package. On the I-129F I don't see where they ask for the beneficiary's phone or email. My worry is that they will send him a packet and it will not reach him.

Has anyone else dealt with this issue? How did you handle it.
