Is the public charge something that is use after I have applied for I 130?

had my interview on 18 Feb 9:30 got approved and but later had had an email the next day saying I need a new police certificate because the one i first provided was a nominal vetting and they want police vetting so I got that on Monday and submitted along with my passport.

Now I am on Ap when will my visa be issued cos we losing our minds we never thought we were ever going to get Ap.

Has anyone had this problem before and when did he or she received their visa

I was denied under public charge after the embassy ask us to submit tax,bank,or Insurance documents showing both me and my wife names on it.which we could not rather sent western union receipt as bank document and later was refuse.we submitted new joint sponsor and private insurance for me and on 22 February check my status online it change from refuse to Administration Processing want to ask if that means have been able to overcome the public charge friends.

What does your benefit has been accepted and is under review mean
