US Immigration from Brazil

My reading is DV 2021 is NOT cancelled, though DV green cards are temporarily suspended for those outside the US.

Those on visas inside the US are not impacted by this executive order.

Does anyone have a different reading?

Any thoughts on why this is so delayed? You think they were already expecting the EO announcement? Is this frustrating to anyone else but me?

Hey everyone. I'm sure this had been asked before, so I apologize in advance. I just wanted clarification about the 5 year minimum stay for foreigners before they apply for U.s. citizenship. My wife has her green card, does she have to stay 5 years total in the U.S. (meaning not leaving the country at all, even if it were across the boarder like Canada or Mexico) before applying for U.S. citizenshilp? Can she not step foot out of the country, or can she still go on overseas trips? Thank you for your help.
