US Immigration from Bolivia

My mother-in-law filed an 1-130 for adult child of a permanent resident in October 2019. On November 19, 2019, she filed a request to expedite, which she recently received a denial. She filed the expedite request primarily due to current problems in the country (Bolivia) as result of the recent elections. The country has fallen into anarchy and the violence is unimaginable. Followers of the ex-president have resorted to extreme violence and are targeted anyone associated with the other political parties, and worse towards people that have any connection to the United States. My brother-in-law falls into both categories. He is the brother of a US citizen and son of a permanent resident. On top of that he is an anit-MAS (MAS is the controlling political power, Movimiento al Socialismo [Movement Towards Socialism]) internet activist. He has been threatened multiple times, had people shot in front of him, seen people insert fire cracker up dogs but then release the poor things in crowds. Even the US embassy evacuated all non-essential personnel and the families. On top of everything, he already has a job offer here. We submitted evidence of these with the expedite request and it was still denied. What can we do? We have contacted our congressman, his prospective employer inquired with theirs. Can you appeal the decision?

Also, he does have a valid tourist visa. Would bringing him here as a tourist and filing the 485 while the I-130 is in process be a viable option? My mother-in-law and husband are beside themselves. Any help would be greatly appreciated.
