US Immigration from Australia

May be a silly question, I couldn't find it answered elsewhere.

We received an RFE for one single passport-style photo of my USC husband (petitioner).

Top of the letter says 'Please provide the evidence requested below. Include duplicate copies if you are requesting consular notification.'

We're to go through consular processing (Sydney, Australia). Does this mean we should send two photos?

Also what does 'requesting consular notification' mean?

Just got a a bit of a head scratcher email from the paralegal.
Due to closed consulates, I am going through USCIS to switch from O3 to E3. This was submitted a few week ago and I got the receipt notice.

Today I was notified that the lawyer submitted a request to upgrade to Premium Processing, since this has apparently just been made available by USCIS.

I was under the impression that i-129 petitions for E3 are not eligible for PP.
I am suspecting that they confused my petition with an H1B petition and that the request will be denied.
Did the lawyer make a mistake here?

I sent an email to the Sydney Consulate regarding our visa application update, as when I logged into the CEAC portal it said that our case was awaiting an interview to be scheduled for us. We have been providing all the information asked of us, and had received updates as early as 2 weeks ago. They asked me to forward them some information to look into it, and I got this.... Our case had NOT been abandoned, I don't understand? We have been checking for updates daily and we have definately been perusing it...

Seems very copy and paste, they seem to be terrible at communication. I wish I could just call them directly!

Does the petitioner/sponsor or beneficiary/application ever need the actual hard copy of the NOA2 (130 approval notice) ? NOA1 made it no problem, but they messed up before NOA2 and it got sent to the wrong address. Ive gotten them to correct the address now but not sure if they will resend a notice out. Im guessing not.

I am in Australia with a Temporary resident visa expiring this July, 2020. I have been here for more than 4 years now. Studied for 2 years and worked for 2 years.

My case status has been READY since February of this year (US Consulate SYDNEY).
