US Immigration from Argentina

I am a US citizen and I want to apply for a permanent residence for my brother . He has been several times in US and and has a B1/B2 VISA (tourist visa) , at this moment he is not in US. I do not undestand question 62 as it quotes:

"The beneficiary will not apply for adjustment of status in the United States, but he or she will apply for an immigrant visa abroad at the U.S. Embassy or U.S. Consulate in".

He has a valid visa already (tourist) visa. But Im applying for a I-130 to get the permanent residency so I'm not sure what to answer.

Hello guys I got a problem my Interview was November 28th 2019 I was approved, I live in Argentina during the interview i gave the argentina police clearance and one from Haiti but the officer asked a different one but it s totally a mess since December i sent all the documents to do it and all this process is totally a mess since then I can t afford it. My question is what can I do in this case??

Hi! I am writing this to see if there's somebody else on the same boat. We had our interview on 3/18 at Pittsburgh FO, and it got cancelled. Last week we received a letter asking us to send to the FO evidence of bona fide relationship for them to make "a final decision" (verbatim). I guess that they are wanting to waive our interview, but they need some more evidence. Because they called us to cancel it as we were getting out of the door, we had our evidence ready. We mailed it yesterday. I am not worried, just anxious to see if there is somebody on our same boat.

My question is, between the time of my husbands Visa Interview (Refused-waiver needed) and when the waiver is approved and he has to go back to Embassy, we will have passed our 2 year anniversary. When the visa is issued will DOS automatically issue the IR-1 instead of CR-1? Thanks for the help!

Hi all! Hope everyone is safe and healthy. My husband and I were recently DQ d last month, but with the embassy closures our interview was never scheduled. When they are able to go back to work (whether that be May 7th or they have to extend it), we will have to wait for all the people who had their interviews cancelled to get rescheduled so I m thinking our interview might not be until July or even later. Our 2 year wedding anniversary is the second week of July, so I was wondering if my husband has his interview and the visa is issued after our wedding anniversary, does the CR-1 automatically switch to an IR-1 without us having to do any additional work? Sorry if this question gets asked a lot; when I googled it, I got some conflicting information that just didn t seem trustworthy.
