My grandfather filed a petition for my mother's immigration on October 1992. On Feb 2010, NVC sent us an email and asked for documents. I was 20 at that time. In the middle of processing of papers, the priority dates being process retrogressed to 1991.
On March 2013, NVC sent our aunt (our sponsor) an appointment letter for interview on June 20. I was 23 at that time. Initial computation reflected that my CSPA age is 23. I asked my aunt not to pursue the processing of papers as I have plans to become a teacher in the Philippines. She said that I used the wrong date of approval (she believes that NOA2 date should be used). After several arguments, I finally agreed to let them gamble and spend money for our medical exam.
June 20 came and I expected that I will be disqualified. It turned out that in the computation of CSPA, the date of visa availability that should be used is the date when it became first available (before the retrogression occurred). Unfortunately, my older brother did not qualify because his CSPA age is 21 years and 7 months.
