Janet is saying they need documentation or a certificate of my "singleness" to present for the seminar. I'm not sure what they would want here as in USa I am unaware of any document to show my singleness, other than tax returns or the original documents I filed with immigration stating I am single and never married (not divorced). Anyone know what they want to see here, in regards to my "singleness"??? Also whats the cost for the whole cfo seminar ordeal? Thanks

No need for that. Went there before and they didn't asked me.

legal capacity to marry her? I am not sure what I need to give her as here in United States I am unaware of any document that says I am legally single. Maybe someone can tell me what she needs from me to fill this. Thanks

I've heard them ask for CENOMAR for PH Citizen and Final Divorce Decree for any previous marriages for the USC.

Have your Fiancée call CFO and explain the situation, they will kindly tell her exactly what they expect her to bring.

State department doesn't have anything to do with it. It's the dumb nunns at CFO that are asking for a NO such animal [certificate of singleness] in the US.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

!! ALL PAU!

Anna, we have been unable to get through on those phone lines, that is why I am asking here. Thank you for your help. I have had more success from other VJ members then ever calling any departments. We are almost done, and we have gotten this far from other members here, not calling offices, as usually you can not get through to the right party. Again, thank you for your advice.

If it's possible for your fiancee to attend the CFO seminar in Manila, it would be a whole lot better. I live in Cebu but since I was able to secure an authorization to pick up my visa after the interview on October 20, I am still in Manila right now. I had the CFO seminar just yesterday while waiting for the Consulate to contact me for the visa pick up.

I have friends in Cebu who are done with the CFO there and they said such requirement as proof of singleness or termination of marriage is being given. Here in Manila, they only asked for one valid ID, photocopy of my NBI clearance, and photocopy of my birth certificate. It can't be called seminar at all. The yellow certificate was issued after 1.5 hours after a concise talk and Q & A. I must present that yellow certificate to the main office in Quirino Avenue so I can get my green certificate and CFO sticker.

Furthermore, limited applicants per day are entertained by the CFO in Cebu. Even if your fiancee goes to the DFA as early as 4 a.m. and there are already 10-15 applicants ahead of her, she'd have to go back the following day. My other Cebuana friends even said it's a whole day activity. Here in Manila, it only took us 1.5 hours really and the number of those who join doesn't matter.

It is not like this all the time. When I had my seminar, I was actually late because I went to CFO office instead of St Mary's and they still allowed me to attend the seminar. The disadvantage of being the last person though was, I finished my couseling late but i still made it to CFO Building for registration and for the sticker. Yeah it was whole day.

Yeh it just depends on the person you're dealing with. The ogre in the city office in Tacloban required me to get a CENOMAR..lol Loved the look on their faces at the NSO office though when I stepped up and asked for one ;) Like I'd ordered a gin and tonic. All that should be required is your "permit to marry" from the US embassy there and not a CENOMAR. CENOMAR is for PH citizens.

wow, I guess the CFO cebu requirements have changed, been there last year but they didn't require me, anyway there was a topic here that has a similar situation as yours, what the USC fiance did is that he went to the office where you get the marriage license and ask them for a certificate/note that he is single.

My Ann Marie just finished at the Cebu office, and they ask for her CENOMAR, and my Final Divorce Decree, as well as both of our birth cirtificate. Also note: if she is under 25 a Notorized letter of permission or advice depending on her age from her parents. Make she knows what size underware you ware, (one of the questions she was asked lol)

Hi there- my fianceé is going to fly back with me to the US on a K1; the office in Cebu said she needed my affidavit of no marriage/cert of singleness. (I am not in Cebu currently, I was going to visit for a week to spend time with her family and fly back with her).

From all my reading, this is only supposed to be required if you are getting married in Phils. I found the only place I could get the affidavit is the US embassy in Manila- I already made that trip with her for her K1 interview, and have no plans to go back there.

Are they really requiring this for marriages taking place outside of the country?

(It almost seems the Manila and Cebu office have different requirements; maybe I should have her fly up there to do it.)
