I-130 Approved but Adjustment denied

Timeline

Hi I filled out I-130 back in 2005 for my husband when I was still holding green card. Recently I became US Citizen. So I called USCIS and request to adjust status for my husband who has been in U.S. on F1 Student Visa and it went out of status.

But we got a letter saying petition has been approved but the evidence indicates that he is not eligible for adjustment of status. USCIS then said that they sent approved petition to National Visa Center.

Any idea why my husband adjustment of status was not approved? They did not say the reason in the letter sent to us.

We scheduled an infopass appointment next week. I am just wondering if anyone has slide idea of what is going on.

If we are to continue with NVC process, he has to travel back to Myanmar to get interview which is the step we feared most. Not only it present a risk of separating our family, there are other issues making it very diffidult to go back there.

Correction: "it went out of status." I meant to write His student Visa never went out of status. He is legalling residing in US the whoel time.
