I was required to have my transcript 'translated' for grad school here in the US and I went to school in Canada! I'm guessing it depends on the school, but for the cost/saving the hassle I just got it done and ordered a couple copies of it just in case I needed it again in the future.

I think yes The evaluation is more about the contents of the courses completed and their US equivalent than language. But the school that you are transferring to will be the best to advise you on their requirements. But hey, at least you are free from ESL and TOEFL

I've read that it varies and that there's no real "method" to convert. For example, some say that a 2:1 is the same as a GPA 3.0..
