Where in Canada does the beneficiary live?

Just called and asked. They said that the Vancouver embassy does not handle K-1 or K-3 cases. So you want to petition for someone on the west side huh? Well you are going to travel 2100 miles, because we said so!

That's a change. The Vancouver website still shows this:

The U.S. Consulate General in Vancouver processes fiancé(e) (K1) and spouse (K3) cases for citizens of Canada, or aliens who are Canadian permanent residents. Applicants must also be residing in British Columbia, Alberta, Saskatchewan, Manitoba, the Yukon or the Northwest Territories. All other applicants in Canada are processed at the U.S. Consulate General in Montreal.

she might not be a Permanent Resident of Canada.

Not really. If a permanent resident of Canada, Vancouver would still apply if living in one of the listed Provinces or Territories. However, there could have been a change.

For the record, the one and only US Embassy in Canada is in Ottawa and processes no family based visas of any kind. Montreal, Vancouver and some others are "Consulates". Regardless, yes NVC will assign the case to the currently appropriate Consular unit based on their current policies, without regard for applicant convenience.

That is totally incorrect. Vancouver does K-1 and K-3 interviews. But ONLY if the beneficiary lives west of Ontario. You can put what you want in the Consulate section, however they'll send it to the one they believe is the correct one.

NOW, at the same time, there HAS been people who were to be interviewed in Vancouver because of their geographical location in Canada, and it was sent to Montreal in ERROR. All they had to do was email the Montreal Consulate, and ask for it to be transferred as it was sent in error, and give your location. They will transfer it to Vancouver. Send the email as URGENT, WRONG CONSULATE, with your case number in the subject line. Follow up with Vancouver as to when they receive it. It might take a week or so.
