This has to do with cases where there may be more than one immigrant, (Mother/Child) you can use one household member (I-864A) for mother and a different household member (I-864A) for child.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

that's not completely accurate. the I864a is used whenever the sponsor doesn't meet the income requirements and is living with someone who can. So Pari it depends on your situation. is your joint sponsor living with you? ie. you live with your mum and she is going to be the joint. in that situation you are the sponsor in #13 and your mum is the household member in #15. if this still doesn't make sense, give me a bit more info about your situation and I think I can help.
