USCIS sending case direct to counsulate

My I 130 was approved June 28th & then somehow lost in the system & never arrived at NVC. My 129 F was approved Sept 12 & also has never arrived at NVC.

I wrote to the Bangkok counsulate asking for assistance. They have informed me they have requested the cases be sent diect to them from USCIS CSC. They do not say what will happen next.

Anyone here have any idea what may happen. I think this is very unusual but I am not sure.
