USPS has fast mail service like Priority mail, and Express mail.

If the mailing address for DS-230 or I-864 is PO Box, then only the post office can deliver to PO Boxes.

NVC's regular contact address is a normal street address, that can accept UPS and FedEX

Yes, my wife sent the DS-3032 to name me as agent to the NVC via FedEx overnight letter.

I think UPS is a little cheaper. My wife used FedEx because her office uses them all the time and they would pick up package the same day she called.

hi,

when you send the fees you have to use USPS , when you send paperwork to NVC portsmouth office you can use FEDEX.

in SHORT .. use USPS for everything

With the new lockbox addresses in Chicago for I-130 applications, the U.S. post office must be used because of the P.O. Box address. I found prority mail for forms sent by me in the U.S. to only take 2-3 days. For the choice of agent, since the Philippines P.O. is not always dependable, we used FEDEX, but we didn't know we could have saved time and money by e-mailing the NVC. We used FEDEX again when my wife sent me the DS-230 and required papers.

Same here.. Wife used FEDEX to send me documents.. Its kinda pricey but its guaranteed, fast and reliable..

But I don't recommend Private carriers such as Fedex, UPS, or DHL to send to NVC PO Box.. These carriers want on the spot signature confirmation.. And NVC can't provide that since its a PO BOX.
