Does anyone here know if it is true that the official organization/authority for issuing International Driving Permits (IDP's) in Russia is "МРЭО"?

(This is the document Международное водительское удостоверение (МВУ) under the UN Convention on Road Traffic (1949) to permit the Russian driver's license to be used for driving outside Russia)
