According to the rules, I am supposed to send the application to the Nebraska center. However, we I did this before, they forwarded the application to California. My fiancee lives in China. Can I just mail the application to California and bypass the Nebraska office?

Yes you can, if you live in: Alaska, Arizona, California, Colorado, Guam, Hawaii, Idaho, Nevada Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, North Dakota, Ohio, Oregon, South Dakota, Utah, Washington, Wisconsin and Wyoming.
