It's just, I'm so used not having to tip in brazil it's always weird.

I got you. I was in NY once, my fiance was at work and I was waiting for the cablevision guy to come and install our home phone and internet. He was very nice but also lazy doing his work...anyways, he left. When my fiance came he asked me how much did I tip him? and I'm like.....excuse me? Tip? Was I really supposed to tip him? He looked at me with this face like....kind of mad and surprise of not doing it...and he said that the guy probably thought I was cheap......Come on! Was I really supposed to know that I had to tip him!!!!! He said he didn't mention it to me cause he thought I was gonna do it.....

i don't tip them either. cable installers get paid by the job, not the hour.

But the big bottom line for me is that I refuse to let anyone act as if any amount of tip is "entitled to". They are working in a service delivery profession - its the quality of the service that I am tipping for. If the service is non existent or bad, I have no problem to not tip at all.

Exactly. There's simply no entitlement on tips. I've read over and over in this thread that people "tip only 10%" in a restaurant if the service was bad. Not me. I sure as hell won't leave a tip that wasn't earned. It will create the impression with the server that this sort of non-service is something acceptable or that he/she did an alright job. It isn't and (s)he didn't...

Actually, if you'd been an employer, and especially in the food service industry, you'd quite possibly change your approach to this matter. An employer has what is referred to as a 'tip credit" option and if he or she chooses can pay a server only a fraction per hour with the understanding that the employee will make it up with tips. Even a bad server MUST earn minimum wage, per the FLSA. So, it's better to make your discontent known to the manager/owner than to short change the server.

May a restaurant owner pay servers nothing per hour?

nope never. but like I said, in Brazil the tips are included so even if I had been a waitress in Brazil my tips would be always 10% at least of the bill, unless the client wanted to tip more, which is unusual but can happen.

I gotta say, I went to a restaurant with this German lady once (not German-American), and was mortified when she left a $4 tip for a $75 restaurant tab...and this was no Applebees, but a Brazillian steakhouse, the kind where they walk around with endless trays of meats and just keep bringing them to you until you explode.
