U.S. Attorney accuses immigration agent of raping woman held for deportation

An immigration agent allegedly raped a woman he was transporting to a Broward County detention center, marking the second time in three months that a law enforcement officer has been charged with raping a woman in his custody.

Wilfredo Vazquez, 35, of Tamarac, was fired as a U.S. Immigration and Customs Enforcement agent days after a complaint was filed in September, federal authorities said. He worked as a federal agent for less than a year in the Office of Detention and Removal.

Vazquez was supposed to take a 39-year-old mother of two from the Krome Detention Center, in Miami, to a Broward facility on Sept. 21, where she would await deportation to Jamaica, the U.S. Attorney's Office said in a news release Monday. He instead took a detour and raped her in his Tamarac home, federal prosecutors said.

"She was afraid of him," the release said. "He wore his firearm at all times."

Vazquez made his first federal court appearance Monday in Tampa. He is charged with three counts of knowingly causing a detainee under his supervision to engage in a sexual act. If convicted, Vazquez faces life in prison.

He denied making any stops between Miami-Dade and Broward counties and said he didn't have sexual contact with the woman, identified only as M.C., according to the release.

But she gave a detailed description of both the inside and outside of his home, and SunPass records show he got off of Florida's Turnpike before arriving at the Broward facility, the release said. The two arrived at the facility nearly two hours after they left Miami.

"When a federal officer abuses his position and his power to harm someone in his custody, the harm he causes goes well beyond the individual victim," U.S. Attorney Alex Acosta said in the release. "The act also violates the public's trust."

A corrections deputy with the Broward Sheriff's Office was arrested on similar charges at the end of August. Charles Edward Floyd was charged with one count of kidnapping and two counts of sexual battery for allegedly raping an inmate as he was transporting her from one county jail to another.

Floyd was supposed to take three inmates from a satellite jail in Pompano Beach to a different north Broward jail but instead only dropped off two inmates, officials said. He took the third, his accuser, to a closed business along Powerline Road and raped her, authorities said.
