That is what I understand. In Tracy, Mountain House, my friend says that many realtors or speculators bought up those new homes. Now they are trying to dump them at the same time not many are buying. I also know of people who have refinanced in order to do XYZ and now can't afford the homes they've lived in for years.

They need to manage their money. If you cant afford it, dont buy it.

That is correct. Even if they try to rent it out, they still can't afford to keep them.

I truly wish I could do that here. I try to explain the concept of "mortgage" to my family and friends back home, but the idea is "foreign" to them.
