Please help fast . . . Manila K3 - CR1

Timeline

My wife had her interview for K3 or cr1 on nov 8 and they said you have have visa and she paid the courier servive to deliver the visa. She lives in Olongapo which is about 40-50 miles to the north od manila. My question is this, really 2 questions.

1. I do not check my mail often and was wonder if NVC or ?? send me a 230 or ?? and need all filled out and more money before they issue the visa???????

2. If they said you had the visa and "welcome to america" then all is ok . .. . right

Sorry I am in a hurry to see my wife, hope they send it soon or what you think??
