I've posted this question in the past but did not explain enough so I'm trying again to see if I can get a better solution/explanation?

We are currently waiting on my wife's passport to be delivered by DelBros.

Prior to getting married my wife worked overseas and had a passport. To

get this passport she had to get a CFO certificate by taking the CFO seminar.

After getting married, before filing the I-130 paper work, she had her passport

renewed with her new name--my last name, in manila. This was less than one

year ago and she had to take another CFO seminar to get her passport renewed.

So now does she have to take the CFO seminar again?

Is there someone she can call to determine this fact?

Thanks to Randy and Gina for a photo copy of the "Commision On Philipons Overseas"

guidlines which provides a Flowchart of Process.

The flowchart describes a two part process requiring first the 'Guidance & Counseling Seminar"

the the registration process befor departures.

To reinterate; Does anyone know for sure if my wife needs to have a new certificate

if hers is less than 1 year old befor she registers for her departure?

Process is process but it would be easier if she only needs to register and

not spend time going back and forth befor catching her flight.

I'm not sure if this will help you in any way but when I took my sticker at CFO main, there's this one lady who was there just to have a new certificate under her married name and according to her, she didn't have to go to the seminar again nor paid for the sticker. She's been traveling to and fro the US as being married to a USC.

You may want to call CFO to be certain.

I think you should be able to take both passports to a CFO office and they will put a stamp in the new passport. Filipinos can't board international flights without the CFO stamp.

She would have to go to the seminar again since there are two different seminars at CFO: as an OFW and as a (non-) immigrant. Your wife would have to go for immigrant seminar this time and will be given a different certificate or stamp. It's less than 2 hours seminar and I suggest she goes at 12PM or the 2nd session for the day (they have one in the morning, mid-noon and afternoon).
