Yes, they have always required them: NBI Clearance, Police Clearances that beneficiary lived for more than 6 months (in and out of the country), and CENOMAR (Not required, however people have been placed recently without it. Needed at the time of the interview)

My wife has never been out of the country and only lived in one location since birth, does she still need to get some type of Police Clearance or is the NBI Clearance enough? Where can she get this Cemar CRS#5??

:) Let's say she lives in Quezon City all her life, then she needs to get it from Quezon City Hall to get it. If you tell them you need to get a Police Certificate (it's for 200Php i think...) for travel, it's like getting it from NBI only you will get it that same day. ED*Riza is correct, you get it from NSO.

 By the way, you need to get all 3: NBI, Police Certificate and CENOMAR..if I have not emphasized enough.

Wait a moment, I just thought about this. If my wife is already married, how can she get a CENOMAR from the NSO. Won't it show that she is now married? And Rina, what is AR, again?

That's right! CENOMAR stands for CErtificate of NO MARriage, but I did say to ask for CEMAR CRS#5 for married person. CEMAR stands for CERtificate of MARriage, this is different given to you at the time of your marriage, not the actual marriage certificate. It basically entails that there are no other marriage exists other than your marriage together. Or if annulled, that will show on the CEMAR as well.

AR stands for Administrative Review. In your case, if you are placed on it, it simply means they need verification from their direct database link to the NSO database. This is why it is better that you have it at the time of your interview to avoid further delay of your immigration visa.
