Is the beneficiary allowed to travel using tickets purchased in the petitioner's country?

Absolutely! That's what we did...

The beneficiary may pick up the plan ticket(s) purchased by the petitioner at the ticketing office or at the airport in the beneficiary's country. Be sure to specifically ask the airlines what the beneficiary needs to bring in order to pick up the ticket(s) and then have her double with their Philippine counterparts. The one thing that seems universal is that the beneficiary must have their passport/visa in-hand before the ticket(s) may be obtained. My wife also brought a copy of the receipt along with two forms of ID.

Cheers!!!

p.s. - If you are flying with her, then the process will be a lot smoother...

The airline will most likely cancel the ticket if the first half of the flight is not used. It would be better to buy a roundtrip ticket for your spouse starting from Manila and then see about getting a refund on the unused return ticket.
