Greeting again,

Thanks again for many of your congrat's on the last thread. I am glad to be with you yet again as we wait for another step. I too hope that things we pick up for all of us. I don't plan on calling for 2-3 weeks, yes I am an optimist. I will be monitoring this thread daily though to get a feel of the progress from the Service Centers to the NVC. Good luck to all,

Banfield.

Everyone is still basking in the glow of their approvals, and its still a bit early for most of us to check with NVC. Although I would think supernova must be close. Anyone get touches on the USCIS site after their approvals? If so, on both, just one, and how often. I have one touch on each the day after my approvals.

We were touched a couple of days after approvals. I would think it was when they seperated our files one to the NRC and the other to prep for the NVC. Looking forward to calling in 12 days.

HI, GUYS.

I DON'T MEAN TO BE PESSIMIST BUT THE USCIS IS DELAYING ALOT OF APPROVALS (ESPECIALLY CSC). MY HUSBAND WAS APPROVED ON SEPT. 5TH AND THE NVC HAS NOT GOTTEN YET. I KEEP CALLING BOTH THE NVC AND USCIS AND THEY BOTH TELL ME TO WAIT UP TO 90 DAYS TO GET INTO ACTION. I REALLY DON'T KNOW WHAT TO DO BECAUSE THIS IS REALLY BAD NEWS FOR MY HUSBAND AND I. I WAS HOPING TO HAVE THE INTERVIEW BY NOW ACCORDING TO THE PAST TIMELINES.

Hi Liz,

Please add a timeline: http://www.visajourney.com/timeline/intro.php

This will help other waiting, and give us a better idea about your situation. Its been almost 2 months and no movement to NVC? That is really extreme. The march filers had some waits in the 40 days range, and were all told to wait the 90 days, but nobody actually approached 2 months. Did USCIS say that they still have your petition waiting to send, or that they sent it? You should think about calling your congressman or senator for help. It isn't that hard for them to send an approved petition that it should take 2 months.

Banfield

I called NVC yesterday and they haven't received the approved petition yet. The girl on the phone said that it is averaging about 4 to 5 weeks for them to receive the petitions and complete the data entry into their system, which is different from USCIS so you won't see anymore updates on the petition through the USCIS website. Also, I saw another post on here that said that USCIS outsources all mail operations, so once your case is approved, it is forwarded to the outsourcer or contractor where it goes into a loading area and waits to be shipped with other petitions approved in the same timeframe. Anyway, the lady with NVC said average of 4 to 5 weeks, and if we haven't heard anything by week 6 to call them again so we'll be waiting.

Hey guys, yeah sorry that I haven't been able to post my timeline. I am still on the process of doing so. OKay, so I called the USCIS yesterday really early in the morning and they keep saying the same thing that we have to wait up to 90 days or 3 months for NVC to receive it. So its being 2 months of my waiting (60 days) and I send a letter with a copy of the approval notice to the USCIS ( they did not tell me to do that) and they requested a check on my case, asking why has it been delayed so long. Every time I tell them that something doesn't look right, they just tell me you have up to 90 days. So, I didn't know we can contact a congressman in my region to ask for help. I live in Houston, Texas; it is just becoming more and more frustrating for the wait.

Thanks for the update. Where did you see that they outsourced the mailroom operations at CSC? It would be great if they did, get FedEx, UPS, or Yellow Global in there... someone who knows how to handle shipping and logistics. Unfortunately, I doubt that they have. They do have a massive mailroom operation, but it is handled in house by USCIS (to pair the apps, then split them to send to NRC and NVC). That is why it takes so long based on posting s from March filers.

As for touches, yes, once NVC has the petition, we should expect to not see any more touches on USCIS website. But, March filers where touched after approval, so I want to see if that serves as an indicator of our status as in are we still with USCIS and do we get a touch before the actual send to NVC.

As for the average, yes we are all aware of the lengthening time. Still, that is an extremely short term trend. February filers were approved in the 3 months that March,April, May, June filers had anticipated, and were forward to NVC in a week or 2. March filers had to wait 5 months for approval, then 4-5 weeks to get to NVC. April filers had to wait 6 months for approval. But that short term trend does not appear to be continuing. May filers are being approved after 4-5 months, and they are handing out June approvals now from CSC in the slightly over 4 months range. So, that is coming back down. Hopefully that will continue and get even better on the approvals end. On the send to NVC end, while the latest data we have says 4-5 weeks, the long term average is still 2- weeks. I am hoping that we are on the leading end of a compression in send to NVC time, but only time and more data points will tell.

I think you may have misunderstood me. I never said they were outsourced to Fed Ex or any commerical carrier, that would be too convenient (and too expensive for the taxpayers) but CIS definitely outsources the mail operations to a third party contractor who are not government employees. I spent 8 years working for three federal government agencies, and I have never known a government agency that handles its own mail, so I doubt CIS is different. Here is a post from a VJ user who claims to be a former CIS official talking about the receipting of the petitions and how the checks are cashed (from a different topic):

A bit of background info regarding the money/check cashing issue.

All petitions come into a centralized mail room at the NSC. Any monies attached to the petitions is immediately separated and locked away into the vault or repository where they keep the funds until a Brinks truck arrives at some point during the day. The mail room is a “secure” area and not accessible unless you work there (badge in and out etc..).

So, in case you are wondering, the adjudicator (or other staff) never handles any money. Once the application arrives in the mail room and the funds are removed, it goes to a central receiving/processing area where it is keyed/entered into the CIS system by contractor staff, placed into an A-File, assigned an A-number and corresponding bar code and placed on the shelf in the centralized storage area to await further processing. That’s why similar dates stay together because they are in-processed at the same time. Boxes of applications are withdrawn from storage on a first in first out basis, always working from oldest to newest.

The mail room is a "secure" area and not accessible unless you work there (badge in and out etc..).

That's why similar dates stay together because they are in-processed at the same time. Boxes of applications are withdrawn from storage on a first in first out basis, always working from oldest to newest.

Is this A file a good thing? Does this mean they are approved?

Thanks for the update. Where did you see that they outsourced the mailroom operations at CSC? It would be great if they did, get FedEx, UPS, or Yellow Global in there... someone who knows how to handle shipping and logistics. Unfortunately, I doubt that they have. They do have a massive mailroom operation, but it is handled in house by USCIS (to pair the apps, then split them to send to NRC and NVC). That is why it takes so long based on posting s from March filers.

This is from the USCIS website from the adjudicator's field manual:

10.1 Receipting and Acceptance Processing.

(a) Receipting of Applications and Petitions at Service Centers . The procedural steps below pertain to applications and petitions in general. Since all service centers have contractor personnel handling mail, file and data entry, this segment deals with receipting requirements only in very general terms. The service centers have specific, detailed, written operating procedures (SOPs) which describe the functions to be performed by contractor personnel within the scope of the support services contract. These SOPs are included as appendixes to this manual. Proceed to the instructions for any individual form type to review the special instructions for that form.

Anyway, today is 21 days since approval and NVC still has nothing...not a big deal yet since its taking 4-5 weeks now, but just thought i'd try anyway and hopefully get some good news. When its been 6 months since you've seen your spouse, a week or so can really make a big difference. Good luck guys and girls! We're almost in the home stretch now

I think A file just means the application or petition has been assigned a case number and is ready for "Adjudication". It doesn't mean your case has even been looked at, just that its pending. That is the way I understood it anyway.

Contractors are vastly different from outsourcing mailroom ops. The government "hires" contractors just like any private organization would. This is using contractors vs. hiring employees. They get 1099s instead of W2s, contractors get an hourly rate and no benefits, the entity using contractors isn't responsible for employer's share of payroll taxes for the contractors like they would be for employees. Outsourcing implies that an organization is in place for whom the contractors are working (as employees).

And why would outsourcing to a logistics company be too expensive for taxpayers? Are you implying that the government bureaucracy handling shipping is more cost effective? If in house were more cost effective, then the corporate world missed out quite a bit in outsourcing various functions earlier this decade. The government uses large firms plenty for outsourcing. Citigroup handles all intake processing for DOS on passports. They had a backlog for awhile there too, but man have they caught up. It only takes 2-3 weeks to get a passport renewed without expedited processing! They did it mainly be hiring additional contract staff to speed things up. Just because it took 4-5 weeks yesterday doesn't mean it will take 4-5 weeks tomorrow. Best of luck on your wait.
