My fiance and I have decided to cancel our fiance visa and instead, I will be moving to Canada. Since our visa is still pending, do I need to contact the NVC or someone else to let them know that we no longer want to continue with our petition?

Yep! Send a notarized letter stating such. Good to have things cleared up for the future. Never know what may happen later.

You dont have to do anything. From what I know you have one year to respond to whatever paperwork or documents they do ask you. Who knows, you might change your mind anytime from now to 12 months, and you still have that options available when that happens. Good luck!

Alls I know is when I went to file my second petition more than a year later USCIS required me to send in a notarized letter stating i was cancelling.

First letter I sent in wasn't notarized and they sent it back.

Bottomline is to cover your butte and notify them.

I see no reason to hurry. When you're ready, the USC can send a notarized letter to wherever your file is at that time. Ask them to withdraw the petition.
