Does this email mean I'm approved?

You know, I can never tell with emails from the USCIS if I'm 100% approved or not. Same thing goes for when I called them. We are waiting in my husbands country for his interview on August 23, 2006 for the K3 (I129F). Now the I130 is ready, hopefully it will get down there before his interview date and they can interview him for the I130 instead of the K3, but at this point, we will take anything to be together. Here is the email I received today.

On April 13, 2006, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued.

I think, you should call the national customer service center at 1-800-375-5283 to find out what is going on.
