TSC and INS customer service

OKay TSC filers,

I called INS customer service about 2 months ago and I received a letter from local INS stating that my case is still under background check and if I don't hear anything within 6 months from the date I received that letter then I must call them back. I called today and the INS agent told me the same thing (what the system shows basically). I also asked him "if I'm eligible to file for N-400 since I'm married to USC and I can file within 90 days before the 3rd year from receiving my CGC. His answer:-------> I AM NOT ELIGIBLE TO FILE FOR N-400 BEFORE RECEIVING MY 10 YEAR GC even if I have a legal conditional status or specifically expired conditional GC and extension letter from INS???

Further, this was the most confusing thing I ever heard from INS guys..!!!

Anyway, do I have to listen to the INS agent or I just go ahead and file my N-400?
