The other problem of course is suggesting that biological/genetic factors can explain social problems.

You take that view - then logically you're looking at excusing criminals, for instance, because they are somehow predisposed to certain behaviours and can't help it.

I think its a common misconception that uneducated people are unintelligent. Ignorant perhaps, but that's not really the same thing.

As stated I don't think there's a definitive way of measuring intelligence. You can measure education certainly, and I'd say intelligence tests assume a certain degree of education, but again that isn't really the same thing.
