I am US citizen and my mom is here on her 2nd trip as B1 tourist (on 6 months visa).

This time, unfortunately, the USCIS officer at point her entry annotated her I-94 and passport with

'No CoS/No EOS' and warned her that she cannot visit and stay in US longer than her home

country within a 12-month period eventhough she has legit visa to visit and didn't overstayed at all.

I wanted to apply for PR for her and adjust her status here in US by filing I-130 & I-485.

Is she allowed to adjust her status here if they've marked her I-94 and passport 'No COS/No EOS'?

I read some other forum, if they marked 'No AoS' that's a definite no but wasn't sure if 'No CoS/No EoS' also

implies the same thing?

If filing I-485 is ok, she's into 30 days of entry now.. shall I wait until past 90 days before filing?

COS/ EOS means they would deny extension of the visa, not Adjustment of Status. A parent of a US citizen falls in the immediate relative unlimited catagory and has a visa number upon approval of the I-130.

So yes she should be able to AOS from the visa even with that notation.
