Packet 3 contains the paper work for the embassy D-230, 156, 156k, 157, medical forms etc. some are returned to the embassy( D230+ 0F169), most taken to the medical. Packet 4 is your letter telling you when you have your interview,and what else to bring to the interview.

Thank you Rob & Jin. I thought I had read somewhere before that the US Embassy in Manila included all of that in one mailing to the beneficiary.
