i have a friend (USC) married to an egyptian. he recieved an RFE asking him for a certain form. his wife is taking care of that form and will send it to the embasssy from America to the US embassy in Cairo.

the question is... would it make a difference if she sends the paper instead of him?? it doesnt need his signature on it or anything...

It doesn't matter who sends anything but it does matter where it is sent. An actual RFE, usually comes from USCIS and would be sent back to USCIS exactly as instructed. The Embassy in Cairo is not the appropriate place, unless the Petition was also filed there.

The only thing that matters is that the document requested is forwarded to the DEPARTMENT THAT WANTS IT. That means if the NVC here in the USA requested the document, it should be sent to the NVC. If the EMBASSY asked for it, then send it to the EMBASSY.

The most important thing is to follow instructions where the document is to be mailed to. Not who sends it.
