I think someone already mentioned this, but Puerto Rico's status as a Commonwealth is subject to change if Puerto Ricans approve a change in a referendum. The U.S. can't "make" them a state...

If PR expresses, through a referendum, a desire to be a US state, then the US Congress still has to approve it.

So far PR has expressed no such desire.

Correct. My point was that the U.S. will not "make" Puerto Rico do anything. Congress leaves it up to the people of PR to decide their course, and then they would consider statehood if it came to that.
