Hi my name is Sandra and my answer to your question is no they are not the same thing. A hardship letter is from either a friend or your wife stating that they will suffer if you are not granted a visa you can get letters from dr.s or anyone that knows of your situation. and a waiver is like an application asking for pardon for you being in the states illegally. I recently had the appointment with my husband in Ciudad Juarez and believe me the consulado there were asses. I had our attorney prepare our hardship letters from my daughter that has siezures and one that is about to go blind and from my dr because i am on medication for depression and anxiety because of the loss of my father a year ago and the butts did not think that that was hardship enough so they gave my husband 10 to twelve months up in Mexico before they can review his app again. So try to get as many as you can. I hope this helps
