Hi,

I got my birth certificate reissued with a translated copy. The foreign translator testifies that it is an accurate translation, doesn't say she is competent in Englsih (I'm sure she is), stamped by the translation company she works for, legalized by the Ministry of Foreign Affairs certifying that the translator signed the document and recognizes the translator (but doesn't attest to the translation), AND it has the apostille Hague convention mark on the back.

Will this be a problem because she doesn't actually state that she is qualified as an English translator?

Should I also testify to the accuracy of the translation and my competency in English by using the standard certification form on top of hers? (I used to work as an English-Bulgarian translator).

I think it is sufficient what you have, it is a certified as an accurate translation and I wouldn't worry about small details. People who look at the translations probably just spend a few seconds seeing if there is an official signature on it and the birth info matches the applications.

Since you are competent to translate too, if it would make you feel better you could always testify to the accuracy too, mainly for your own peace of mind!

Seems your translator is qualified enough, so don't worry too much. I would personally advise against you double-certifying the document. I do translations on my free time (did in Canada), but was not allowed to translate my own documents, so maybe this is not a good idea. In any case, check with your consulate.

No, it's not a problem. My translations don't say anything about competency either - they were done by a professional translator, notarized and stamped with lots of funky stamps. But nothing there says the translator is competent. Judging by the quality of translation, he may not be

USCIS accepted these translations and no questions were ever asked. Good luck!
