That's not rude in that region. People hold up statues of their Gods and hold them up that way in processions too so everyone can see.. it's called getting darshan (view).

How shocking... and very very sad. Reading articles on the meaning of anencephalic just broke my heart! I could not imagine the pain and the sadness that parents would endure.

That poor child in the above photo may not have been cared for by the community or the parents... but, it is definitely at rest in a better place.
