Does Mumbai embassy require a Packet 3 from us, or do they accept it from NVC and send us the Packet 4 directly?

In our case, after the NVC sent Mumbai the case info, they issued an interview date. Packet 4 hasn't shown up in the mail as of yet, but as we have an interview date, it would seem that packet 3 is integrated with the NVC procedure for CR-1/IR-1 applicants. It would be good if others could confirm this, though.

From what I've read on this forum (and my own experience), Chennai Consulate is the ONLY one that does NOT want a packet 3. They schedule the interview immediately after receiving the case from the NVC, and then send out Packet 4 with the interview letter. Mumbai and Delhi Consulates both require paperwork from Packet 3 to be sent in before they give an interview date, after which they will send out Packet 4.
