My approved petition for my k3 visa was received at the NVC on Sept. 5. They originally told me that the case usually is forwarded to the embassy within 2 to 4 weeks. It has been longer than 4 weeks and now they are telling me that it is still in administrative review. Is this normal for a k3 visa????

Or what should I do??

Normal or abnormal, it can and does happen regardless whether the petition is for K-1/K-3/IR(CR)1

There is not much you can do. Call every two weeks and check the status but your congressman or senator can not help you and no one else can. If it goes on for a year or two there is one option available to you but you have a long time to go on that. Good luck. I know first hand how much A/R sucks.
