Did anyone send Packet-3 before Consulate asking for it, like as soon as you get Approved and NVC assigned a case number.

Don't do that, they wont have anything to do with it and probably will discard it.

What you can do is call DOS, once a week, and when they tell you the consulate sent out P3, you can drop your prepared packet in the mail just before getting it from them.

YuAndDan is right, don't send Packet 3 until you have confirmation that your file has arrived at the Consulate.

By the way, we went through Chennai and they did NOT ask for Packet 3. They immediately sent interview date and Packet 4 after receiving our file from the NVC (asking only that all paperwork be handed over to the VFS office 10 days before the interview). Delhi and Mumbai ask for Packet 3 to be sent in but not Chennai. At least not when we did it (earlier this year).

Only fees, besides Medical Exam at Doctor/Lab and Courier Fee at VFS, is the visa fee paid at the Consulate on the day of the interview.

Can I send the Documents, when Consulate Receives the Approval from NVC and there is a Gap of 2-3 weeks before they send interview appointment (pink letter). You can always get the interview dates from their website using the number that NVC gives us and use it for Medical Exam and stuff (I confirmed it with Consulate, when I did I-130 for my parents).

Thats a good point, I didn't think through I guess, since papers have to be sumbitted at VFS, 10-15 working days before interview there is no point in sending it to Consulate.
