Just a question for you about this awful ordeal...

When I called NVC today, the operator was able to read to me from the computer the names of the original documents that I sent with my DS230. Did they do that for you at the time you submitted your DS230? If so, are we basically saying that first they said they had it, but then later they said they didn't?

The funny thing Chris was, when I talked to them it was funny that they pointed out 2 things to me :

(1) that my husband's passport was not translated in English

(2) They said I was missing the NBI. There were 2 police certificates I submitted them: one from NBI that keeps a record or database for all across the Philippines and one from the local police authority (Quezon City Police Department) from which my husband has lived since before he has reached the age of 16.

Now, you go figure, if they lost my documents:

(1) How can they tell me that my husband's passport was lost? How can they tell me that it was not translated in English, if the translation is written in both Filipino and English (words were written in italic below each Filipino words)? It is standard for Philippine documents to be written in either English or both in Filipino and English. My husband was smart enough to resize his biogrpahic data to which they can be able to read all his personal information on the passport.

(2) How can the prior Supervisor could tell me that she sees that all my documents were complete and on there, but yet I was still sent a missing checklist? She said she will review these documents herself.

(3) Both NBI and Police Certificate were attached together. How can they lose one and not the other, knowing I placed the NBI Police Certificate on top of the Police Certificate stapled together?

(4) On my personal cover letter, I have enlisted each and every documents I have included in the packet. Why would I write something on there if it was not there? Clearly, if it was not there, then its their negligence, not mine. All documents and each pages, the Case# was written on the right hand corner. If someone sees that on the floor or somewhere, I think that whoever could have picked that up can be able to check who it belongs to in their system.

Circumstancial or Intentional lost??? :angry:

Did you receive your checklist Rina? the system stats that mine was sent out on the 4th. Do you have an idea how long checklists take to arrive? I believe it should be faster than the packets we have received in the past. :huh:

Mine was sent on the 3rd, however I still refuse to give them what they are asking my husband since it was their fault. I sent them the original before and they lost it, and they just have to deal with the exact photocopy of my original DS230 which I sent them via email.

That's what the "missing" message must mean. Dingbats didn't look close enough to see the passport was in two languages. Looks like a case of send the same photocopy in a second time with a post-it note specifying that it is in two languages and don't reject it again. Unless you think translating the Filipino version to English yourself would make them happier? (We once had an English transliteration of name problem in the passport, and we prepared a translation to specify the correct spelling of the name). Actually, now that I think of it, they could pull that on me now because I think the English version of everything on the passport page isn't 100% (place of birth name in particular might not be written out in English in its entirety because of space issues).

Again, I think the dingbat thought it was all just one certificate without even looking at page 2. They must be really rushed over there!

From this narrative, sounds like everything is actually there, you just have got to get the message through their thick heads that they need to re-review more closely the documents that they already have. I guess a letter explaining this should be a good RFE response that will accomplish that.

You want to know what I really think guys?

That they are intentionally rejecting everyone's DS230, finding faults even the littlest error, for them to keep up with the number of files they have not touched yet. Every call center, probably not this one since it government-run department, has their standards on Service Level (SLA). All their work constitute to:

# of files currently under review

# of rejection due to error on the DS230

# of case complete

# of missing documents

etc, etc, etc.....

What I honestly think is that, their definition of "touches" can mean that they are not taking the time to read all documents carefully, and they are just scanning through each pages and easily declare it "missing" just for the sake of saying that they are doing every thing possible to get to as many files as possible. It's what you call "QUANTITY over QUALITY" but yet, they don't know that the more they reject these applications based from their review, they are doing redundant work when they should have not to.

Actually, I'm not so sure about that.

We presume the NVC "operators" are government employees, but quite frankly, I'm not convinced of that. On the contrary, it would make perfect sense the telephone operators are just another contractor answering calls, accessing case information in the computer, and following instructions. I don't think much you tell an operator ever goes beyond the operator. I also don't believe the operators have any authority to touch the actual case files, beyond reading what the computer records tell them. In the most complex situations, they might be able to take phone messages and send them along to another department, but that's all I think they can do. Has anyone ever seen them do more?

The real government employees are the most certainly the adjudicators, and they, most certainly, are not allowed to have any direct contact with the public (or to see the light of day?). They usually only get in trouble if they approve something they should not have. Improperly rejecting or denying something? Smaller concern, particularly since 99% of the NVC cases ultimately get their issues resolved and are sent to the consulate.

There are just 5 government employees working at NVC (the supervisors). Everybody else is a contractor!

Consequently, lost files, mailing delays, barcode systems, etc., ---not the government's fault!

As long as files complying with the guidelines are regularly shipping to the consulates, nobody is getting in trouble...

Bottom line is ...

for them its just part of their job, but for all of us here...it's our lives and loved ones at stake. What could be a day or two or weeks delay with the process, it's actually months and sometimes a year (and few months) of separation with our spouses. :cry:

Hi Sis Rina,

After reading all the replies in this thread made me feel more sad.. What we are wishing is to be together on Thanksgiving or Christmas with our husband/wife.. But with this, that until now we still not received our corrected DS230 from NVC ("as what they said that they sent it last Sept26.. :wacko::blink: but why until now my husband didn't have it yet)

I now doubt that this wish will not come TRUE :crying::angry: I'm afraid that our interview date will be at the end of December..we Hope and Pray that it will not be the case :( And we can still ride on the November interview date... :innocent:

Hello Ness and Keith,

Still no luck with NVC. They insist for me to send another copy or else it will not get approved. If I have to wait for them to locate my documents, it will take me another year, so I won't do that either. They told me that they will send me the missing checklist to send with my new documents,. but I have informed them that I will send them my exact photocopy of the original packet I sent them before (...the one that they lost :ranting: ). I will not even wait for that either.

Too bad today is a holiday here (Columbus Day) and USPS is close. However, rest assured that my packet will be re-sent first thing tomorrow morning. Keep in touch sis! Keep your head up high... we are on this together, remember? (F) We have to act on it rather than feeling sorry for our misfortunes. Besides, we have gone this far without a fight... we already waited long enough! Cheer up!
