Can I know when the green card arrive I entered US in 7-feb 09 and till nothing I got for him or for my daughter???

For your husband, there is a Form G-731 that used to be on the USCIS website to inquire upon the Texas Service Center 60 days after arrival, but they seem to have taken that offline. You should have gotten a notice from the Texas Service Center by now with the case number. The form is still online elsewhere, however, such as here:

The Texas Service Center processes all permanent resident cards for those arriving with immigrant visas (OS155A cases).

For your daughter, she has benefited from the Child Citizenship Act of 2000 and you are supposed to get a certificate of citizenship for her, not a permanent resident card. You can call USCIS to find out about that. Or, you can apply for a U.S. passport for her at any time and use that as proof of citizenship should you need it, but you will need to submit a lot of documents to Department of State with the application (your birth certificate, her birth certificate, the immigrant visa with admission stamp, etc.).

In any case, the stamps on the immigrant visa make it equivilant to a permanent resident card valid for 1-year from the date of entry. Status does expire with the stamp or card, however.

You can contact Detroit if you want, and probably wind up being told to file an I-90 without fee for non-receipt of card, but as far as where your husband's permanent resdient card is supposed to be coming from, the answer is still the Texas Service Center.

You should have received the OS155A receipt notice (aka the "Welcome Letter") from Texas Service Center already, and to check on the status of the permanent resident card that he should receive as a result of entry with the immigrant visa, they are the proper ones to contact (again, form G-731T was designed for precisely that purpose).

I got the welcome letter and case type is OS155A from Texas service center for my husband only and the delay was becasue need to change the address.

and then they send me another letter for my husband that they said u request to change ur address and they write case type I751 what this mean ??

Looks like they are processing your husband normally now, and also correcting the visa to remove the CR1 conditions on residence like the embassy should have done (more than 2 years married at the time of entry). You now have the case # at the Texas Service Center on the welcome notice to track the issuance of your husband's card. What did you do, if anything, to inquire on his case and get this result?

Not sure how they will handle your daughter who became a U.S. citizen upon entry, if at all (she entered with an immigrant visa, but she is not a permanent resident).

They can't issue cards to U.S. citizens, only certificate of citizenship. If they're going to send the certificate of citizenship, then it is all well and fine. However, if they actually do send her a card, I might be a little concerned because it is no more useful to you than the visa and admission stamp you already have.

Yeah, it is easier, cheaper (especially if you go for the new passport card), and faster to get U.S. passport, but it will be harder to apply for it since it is not exactly the same thing...

She should not have received the permanent resident card---it means USCIS doesn't realize she became a U.S. citizen upon entry even after reviewing all the visa papers.

Include a cover letter with the DS-11 passport explaining your daughter's situation and why she does not have a consular report of birth abroad or a certificate of citizenship to submit. Make sure you tell the passport acceptance agent that your daughter is a Child Citizenship Act beneficiary. Expect them not to understand what that means too. You will probably need to submit your U.S. passport, her foreign birth certificate (with translation), and her permanent resident card and/or her foreign passport to get the passport application correct.

After you get your documents back with the U.S. passport (if you no acceptance agent will let you submit the application), then you can start calling USCIS again complaining about not getting the certificate of citizenship like they usually do. Not sure if you'll get out of the N-600 fee by doing that, though.
