If you send your documents to the NVC and they deny the documents, what would you do? We have checked double checked and checked the source of the documents and checked and checked again. The instructions that they gave us to get the CERTIFICATE OF GOOD CONDUCT is at the Ministry of Foreign affairs and they gave us the address. My spouse went to the exact address. They also said that it has to be stamped by the Foreign Ministries and it is, six times!!! They also want it to be signed by the Dept. of Authentication's and legalizations of the Ministries of foreign affairs and it is!!! They also want the APOSTILLE SEAL and it is stamped with this seal and all the documents are translated. A supervisor at the NVC said that they will not except it since it came from the wrong office!! What the hell is wrong with these people!!?? Have you ever seen a dog chase his tail?? OH, and the police report came from the correct police office also. Has anyone ever had this problem?? :help:

Could you please specify what country we are talking about. It's impossible to guess with over 200 of them around the world...

While I agree you need to give us more information on what this is about and what country is involved, you also might want to consider that 9 FAM 42.65 provides that NVC may only issue two RFE's for an item. After that, they must send the case to the consulate notwithstanding the unfulfilled RFE. If the consular officer at the visa interview still finds something wrong with your documents, you will get a 221(g) denial until you correct it.

Thank you Chris. Somehow I do not believe that they would send the petition on to the consulate knowing how our govt. operates. I do not want to take that chance that we would be made an example of. Where did you find this law??

Find it here:

http://www.state.gov/documents/organization/87882.pdf

9 FAM 42.63 PN4.1 is the section. (FAM is the Foreign Affairs Manual, a regulation guide for Dept. of State officers).

Use at your own risk!

In particular, we don't know what you are sending them or why, as you've given us no background on your case or why you are sending a "certificate of good conduct" in the first place. Apostilles are not usually required by the U.S. dept. of state for visa services, so I'm quite at a loss to understand why you got one and why you are worried about these things. We would certainly like to know more asbout exactly what you are going through, to understand for ourselves in the context of our own cases.
