Indeed I do think that something somewhere must have failed for this person to consider this action appropriate, regardless of what they thought the person on the ground was doing. However, it's beyond either of us to name the what, the where and the how.

That is not the point. For someone to do that in the first place they clearly see nothing wrong with do so. Thus what concerns me is how someone in 2007 can have so little respect for another human being.

Well murder (a far more serious crime) is an age-old problem and demonstrates pretty much the same disregard for humanity. I don't think this is anything particularly new in that respect.

Also a monarchical dictatorship with a rather questionable human rights record. Dunno about you - but I think society was 'worse' in the days when courts were little more than religious tribunals and the gates of cities were adorned with human heads on spikes.
