Is is the norm for I-129F?

Timeline

For our K3 visa, sent both the I-130 and I-129f off together July 28th with two checks. On Aug. 14th the check for the I-130 was cashed and we received receipt notice. My check for the I-129f has not been cashed nor has it been sent back to me stating fee was waived ( I am aware of the fee changes). I have not heard anything on the I-129f; is the the norm? I realize they are swamped with applications but just wanted to hear from others in this same situation.

Yes, this is right. As of July 30th the fee for filing an I-129f (if filing it for a K-3 visa) is waived! Of course if you're filing for the K-1 the filing fee went sky high. I guess they had to find a balance in the money somewhere. I sent my I-129f after the 30th without any payment and a printed copy of the website page (on USCIS.gov) that stated this fact of the fee waiver along with the immigration officer's name whom I spoke with to confirm this information. Everything turned out fine. I received my receipt notice with no problems. It seems you got lucky though. Anything postmarked before the 30th should have had the fee applied. Good news for you :thumbs:

You will likely soon be receiving an NOA1 for your I-129F. It should state there that your fee is being waived. I sent my I-130/I-129F package to TSC in late July before the fee change. However, since it was transferred to CSC after the fee change, they stated on my NOA1(I-129F) that they were waiving the fee. A few days later, USCIS returned my original money order with an explanation form letter.

Here is an scan of the letter they sent in reference to the returned money order. Don't be alarmed by what it says about returned petitions. It appears to be mainly used for returned petitions, but they also use it to return waived payments.

I-130 held by USCIS for future AOS

7/30/2007 - Received by TSC

8/30/2007 - NOA-1 - Fee waived

3/19/2008 - NOA2

4/3/2008 - Received by NVC

4/10/2008 - Received by embassy

4/11/2008 - Faxed packet 3 forms to embassy

4/30/2008 - Appointment date assigned

6/19/2008 - Appointment at Bogota Embassy - APPROVED!!!

No touches except when I called CSC directly to inquire.

8/28/2008 - POE Houston

Still being lazy and waiting to do AOS.

*I-130 and I-129F sent together to TSC per USCIS instructions.
