Democratic presidential candidate Hillary Rodham Clinton is unveiling a sweeping health care reform proposal Monday that would require every American to carry health insurance and offer federal subsidies to help reduce the cost of coverage.

With a price tag of about $110 billion per year, Clinton's "American Health Choices Plan" represents her first major effort to achieve universal health coverage since 1994, when the plan she authored during her husband's first term collapsed.

The centerpiece of Clinton's plan is the so-called "individual mandate," requiring everyone to have health insurance—just as most states require drivers to purchase auto insurance.

"It puts the consumer in the driver's seat by offering more choices and lowering costs," Neera Tanden, Clinton's top policy adviser, told The Associated Press. "If you like the plan you have, you keep it. If you're one of tens of millions of Americans without coverage or don't like the coverage you have, you will have a choice of plans to pick from and you'll get tax credits to help pay for it."

Clinton's plan builds on the existing employer-based system of coverage. People who receive insurance through the workplace could continue to do so; businesses, in turn, would be required to offer insurance to employees, or contribute to a government-run pool that would help pay for those not covered.

For individuals and families who are not covered by employers or whose employer-based coverage is inadequate, Clinton would offer expanded versions of two existing government programs: Medicare, and the health insurance plan currently offered to federal employees. Consumers could choose between either government-run program, but aides stress that no new federal bureaucracy would be created under the Clinton plan.

I hope the latter. They deserve free service, they are the workers of this country, they are the backbone. Without them, this nation would fall apart. They deserve preferential treatment.

Yeah, the first year. Double that the 5th year, quadruple that the 10th year. ect. ect. ect. If you think I am full of BS just look at the original estimates for any other government entitlement. It always goes drastically over what the original "price tag" would be. But that wouldn't matter then, once started it is a one way street. We would be stuck with it. This is the issue that is going to sink her chances more than anything.

This would be the death knell of our small business's in America. There are hundreds of thousands Ma and Pa business's that don't offer health care that would either have to start or have to pay the government. She is taking the cowards way out. Either she thinks the government should pay for health care or she doesn't. Since when has it been the employer who has that responsibility? Health benefits were an incentive to attract and keep good employees. Now Clinton wants to saddle every employer with the responsibility. Just shows how anti-business she is.

They don't receive free service now. They're often not paying the bills, and it's a cost to the hospitals, but this is an important distinction to understand. (Plus, I really don't want it to be hospital policy to only treat emergency situations if you can prove you're here legally.)

If we had UHC, though, one thing I'd expect to see is fewer people using the emergency room as a primary care physician. No need to go to the hospital if you can afford the doctor.

I haven't read much about Clinton's plan yet, but I am skeptical of anything that isn't single payer as I think it basically ends up subsidizing the same loser insurance companies we currently have.

I haven't read much about Clinton's plan yet, but I am skeptical of anything that isn't single payer as I think it basically ends up subsidizing the same loser insurance companies we currently have.

Being from the UK I hate the Health system over here, but I must admit I don't like her idea of burdening business with it, plus how is she going to force people into having health insurance. I think a better method would be for the government to take money out of there wages and use there massive purchasing power to buy basic cheap insurance for people in low income jobs. I know there is flaws in this idea as well, but something has to change. I am going to be moving to another job, and I don't get benefits for 3 months when I start my new position. So my whole family is going to be without medical coverage for 3 months. We will probably buy a short term medical insurance policy, but it wont be as good as the one I get from work.

Hence why so many nationalized health care service are facing huge problems overseas. The burden on the taxpayer is too large. What you are saying about the cost increases are also true..

According to the Internal Revenue Service, the 400 richest American households earned a total of $US138 billion, up from $US105 billion a year earlier. That's an average of $US345 million each, on which they paid a tax rate of just 16.6 per cent.
