B2 is a tourist visa. They allow a longer stay in the US, but are harder to get in the UK. Not all countries have reciprocity agreements with the US regarding visitors, and people from those countries cannot use the Visa Waiver Program. Therefore, they must have a B2.

Make sure you're wearing clean knickers. You never know when you'll be run over by a bus.
