I think this is bogus. What if the service centers are swamped? That should be affecting those that filed the end of June through July most likely. It should not be affecting those that filed in May and early June which it is.

from what USICS had posted regarding raising fees, they said they already had a backlog and were swamped. Now they are really swamped.

Im hoping that soon they just give up and blanket approve all the pending petitions just to get caught up lol and swamp the other embassys all over the world. hahaha.
