how is the packet 4 delivered to the beneficiary .. what kind of mail service (fedex, etc)? do they just put it in their mailbox or do they make the beneficiary sign and then recieve?

In Canada it is sent via regular mail - no need to sign for it or anything. Don't know about other places

they send it using the slowest way they can find and there is no need to sign.

In Philippines they send it thru DHL and need to sign it......

In the UK they wait until the next royal mail strike and then send it second class when they can be bothered..after the strike it takes 10 days to get back to normal...

In Colombia they deliver it regular mail. If you're lucky you will get it, if not... it goes to a place called LIMBO.

Now, I'm not sure if this is true for all cases but I (the petitioner) also received a copy of packet 4 here in the US.

Typically, the consulate sends out packet 4 by DHL. At least that is what I am told.
