Well you can't per se - however let's say someone (call him Joe) had grandparents (on both sides for this example) born in the very early 1900's in the U.S. (you can take this back further as well, his Grandparent's Parents etc.) and then Joe's parents were born before noon EST 24 May 1934 and prior to 13 January 1941.

That would make Joe's parents Americans. Then if he could prove that 1 of his parents ever resided in the U.S.. "Resided" for this example isn't the 5 years 2 after turning a cartwheel or whatever, during that time period residence merely meant intent to stay. So say Joe's Mom went to live with her Aunt for 4 months (or 4 days) but for whatever reason decided to come back to Canada - that still might be considered 'residence'.

So Joe with having 2 U.S. citizen parents, as above, and 1 parent who 'resided' in the U.S. - would have a claim to U.S. citizenship as one parent resided in the U.S. or its possession.

I don't see where it says 1 in 20 Canadians have claim to US citizenship at all. I just see 20 possible ways a Canadian might hold claim to US citizenship...

Sep - Recieved Advanced Parole

2004

Jan - Interview, accepted for Green Card

Feb - Green Card Arrived in mail

2005

Oct - I-751 sent off

2006

Jan - 10 year Green Card accepted

Mar - 10 year Green Card arrived

Oct - Filed N-400 for Naturalization

Nov - Biometrics done

Nov - Just recieved Naturalization Interview date for Jan.

2007

Jan - Naturalization Interview Completed

Feb - Oath Letter recieved

Feb - Oath Ceremony

Feb 21 - Finally a US CITIZEN (yay)
