Permission form for one parent carrying a child abroad

Hey guys,

I'm asking this question for a friend. He's American and living in Belize. His wife is Belizean and they have two children. Both kids were born in Belize but they both have American passports. He filed for them with the US embassy in Belize City when they were born.

He was told that he needed a "permission" form that his wife must sign saying that it is okay that the children travel abroad. Does anyone know any info. on this matter?

Who told him this? Sounds like a requirement concerning an ex-spouse.

There's no form, but a notarized letter is a good idea; this is all to do with international child abduction laws. I've looked before on travel.state.gov for a guideline on the topic, but came up short (may have given up too easily). I was looking in the passport area.

An email to the Consulate's American Citizen Services dept would be a good idea (or call if you can get thru). I'll keep hunting around on the other group; I know the topic has come up many times over there, I just never paid that close attention.
