If it was me I'd try another bank. I opened an account with Wells Fargo before I had a SSN or GC.

What to expect at the POE - WIKI entry

From what I know every bank requires SSN (maybe some do not), but not to the extent that they too have a "system" whether a SSN has been entered or not in a some kind of database check. Must be something new.

Is this a local (city or county) bank or national bank (like HSBC, Chase, Citibank, etc)?

Its required for interest earning accounts. That way the interest can be reported to the IRS. But its not required for other types of accounts.

as I said I opened a Wells Fargo account without one so some banks do not require them.

Actually Wells Fargo let me open a savings account without my SSN, just an undertaking I would give it to them when it was issued.

A check cashing service would be able to cash it until you can get a bank account open. Here in FL, they're places like Ace Express, Amscot, etc. And I know upstate, the grocery chain Price Chopper will cash checks under 1000 dollars. They're also located in Connecticut, etc but I don't know if you're actually in the city, etc.

this is the way the world ends

not with a bang but a whimper

Thanks all of your answers. I went to Washington Mutual bank. I am in brooklyn. The bank was very close to my house so i decide to open account in it but it not works. I try online to open account in American Bank but nothing happened. Infect i don't have NY ID nor driver licence yet may be this is also the reason.
